Open Thunar - middle click to get a different folder in a new tab. Right Click on new tab. Tab opens as full screen. Expect it to open to window size original Thunar is in - as was the case previously.

"Right Click on new tab" You mean right click --> detach from the right-click menu ? When using the right-click menu I cannot reproduce the bug with 1.7.2 .. for me it is like expected. The size to use for new windows is stored in xfce4-settings-editor: last-window-height last-window-width last-window-maximized Could you please check what is inside these variables for you before you trigger the bug ?
mmm - looks to be some transient issue - which is great ... currently I'm unable to replicate it. If I see it again - I'll come back with those sizes. (FTR - running Xubuntu 18.04 with at least one of our dev ppa's enabled - possibly something there updated/changed)
