For a fuzzy layout, at half an hour the time is "half to x-1" instead of "half to x".

Yes, this is line 1205 (1150 in 4.12.1). In Polish, there is no way to say "half past", and "pół do" means "half to",
which implies %1 parameter usage (if I understood the context correctly).
One more thing: "pół do" is correct, but a couple times less frequent then "wpół do", so eventually it should look like here:
msgstr "Wpół do %1"
