That's not xfce4-pulseaudio-plugin, I'm almost certain it's pavucontrol, which is part of pulseaudio, none of them are part of Xfce.
You probably should get in touch with pavucontrol/pulseaudio devs:
By the way, it seems to be a theming issue rather than the app itself.

but the plugin is also not rendering proper - not showing range bars :) i send the email with attachemnt

It's seems to be a problem with your theme affecting gtk3 apps.
Have you tried another theme? Try Adwaita for instance.
