I have the beta installed of Xubuntu 18.04 64 bit. When I open up a terminal window I will have a vertical scroll bar from the beginning even if there is nothing to scroll. Just want to let you know.

This sounds like a feature request.
All terminal emulators below behave like xfce4-terminal, the scroll bar is always or never shown:
gnome-terminal, mate-terminal, terminator and konsole.

The only terminal emulators that accomplish what you ask are tilix and pantheon.

Ah okay, I thought this was not the case in previous Xubuntu releases. Then just ignore this bug report or implement it like you wish :)

Just to make it clear, that terminal list is not comprehensive, those are only the ones I know and could install & test.
I've checked xfce4-terminal 0.6.3, the scroll bar is always present.
No problem, it's up to Igor to implement or dismiss =)

Andre, thanks for stepping in! I was sure I responded to this report yesterday but must not have saved the changes, apparently.

Indeed, all or most terminal apps always show the scrollbar. I believe there's simply no way to know whether the terminal widget has enough content that can be scrolled or not.
