Patch that limits maximum volume in slider to 100%

Hello devs,

The volume keys limit volume to 100% and the sliders allow above 100%. For a notebook user on a touchpad, it is intuitive to slide the bar to extreme right to set to 100%. My proposal is to add an option to limit the slider's maximum to 100% and hence make the behavior across volume button and slider consistent.

I have attached a patch to implement the same. I appreciate your feedback on the feature as well as my patch.
