Might the component behind the smaller/unexpanded application be xfce4-run, whose use reveals that it expects a command to run, and therefore seems not aimed for searching tasks. and then might be the component behind the list expansion feature xfce4-appfinder, whose use reveals it is aimed to search-and-find tasks regarding target applications? It might be reasonable to have this change, in such a way that the application that features the unexpanded list has as well the ability for search-and-find tasks as the expanded list featured tool currently has.
Sorry, I didn't understand your description, do you mean that search term "screenshot" while expanded works and while collapsed doesn't? If so, then it's a feature not a bug. While expanded, appfinder looks loosely by the title and description of desktop files and while collapsed it looks for commands.
