Multimedia keys should be global

Hi!

The multimedia keys only works when parole is the active (selected) app. If you are using any other app or you are in other virtual desktop, the multimedia keys do not work at all.

The multimedia keys work in VLC, GPodder, MPV, and Rhythmbox. However, they do not work at all in Banshee. There's a setting in Banshee which is supposed to make the multimedia keys work, but that didn't work on my machine. But I can vouch for multimedia keys only working in specific applications and not working outside those applications. Though, I do not believe Parole is at fault. Instead, I would say that the xfce4-pulseaudio-plugin is at fault - it actually has a checkbox for enabling multimedia keys, and I would expect that such a thing would work globally.
