This was working previously. but has recently changed.

Could it be the Compositor?

downgraded compton (0.1_beta2.5-8 -> 0.1_beta2.5-5)
0.1_beta2.5-5 Build Date: Mon 10 Apr 2017 06:49:01 AM PDT
no change in behavior

Disabled compton and used xfwm composting.

alpha setting worked as expected.
