Same issue here - several installations, among them: xubuntu 10.10 xfce 4.12 xfce4-weather-plugin 0.8.7 debian 8 (jessie) xfce 4.10 xfce4-weather-plugin 0.8.3 Not Location or time-zone dependant.
You are all using old versions. Update!
Thanks Harald, I didn't that the weather-plugin was outdated since it came with the latest LTS 16.04. I can confirm that the updated weather-plugin works as expected and can be found here: https://launchpad.net/ubuntu/+source/xfce4-weather-plugin . Unfortunately you won't be able to obtain the latest xfce4-weather-plugin from the LTS repos, the only have the old one 0.8.6-1 on there.
