not sure of version

Met.no LocationforecastLTS API states that this version
of the webservice is deprecated, and the plugin needs to be
adapted to use a newer version, or it will stop working within
a few months.

As I commented in 13541:

According to the changelog[1] API 1.2 will expire at 2017-05-09, however a commit was made[2] to use API 1.3 and version 0.8.9 released.
Please check if this version solves the problem.
