Scroll animations won't turn off

Reaching the top via scrolling grey animation occurs which I cannot turn off.

If for example I use 

mousepad 0.4.0 or 
calculator 3.18.3 

and scrolling via touchpad or mouse either horizontally or vertically and reach end of scroll region there is a visual animation that tells you that you reach the end. With turning off compiz this behavoir is still activated and therefore can't be turn off. What is a bug from my point of view.

This is the toolkit (gtk+), nothing to do with the window manager...

Why do you mention compiz, btw? If you are using compiz, you're not using xfwm4.

Sorry that I mentioned compiz. What I'd like to mention was Komposit.
Didn't know this is gtk+. So, we can close this, right? Thx.
