Per title: I run windows XP in an oracle VM virtualbox, giving it a quarter of my 4 CPUs (2 cores, 2 hyperthreads). CPU usage is recognised at the top level but not attributed anywhere so sorting programs by CPU usage, the highest ones can be 1 & 2% but there's a 32% load.

I can provide logs etc as required, just let me know what would help.

Unrelated shoutout/request for per-core/per-CPU graphs or lines, as per the roadmap user requests.

IMHO top and htop will have same behavior.
