These issues are those I noted while checking for regressions between 4.13.0 and 4.12.1. They exist in both versions so I kept them seperate from regressions reported in 13317. Notifications only scroll with the scroll bar. Keyboard appears to have a maximum of 4 layouts - once the 4th is added, the Add button is unavailable. Mouse > Behaviour - 4.12.1 appears to highlight the draggable bars, but regardless of which is highlighted it is possible to change values with the mouse wheel on all the options. I assume that once 4.13.0 is scrollable with mouse wheel it will be possible to change un-highlighted values again.
