xfce4-settings-4.12.0-r2 (maybe also -r1, did not check) mis-manages multihead displays on session start on a multihead config :

1/ it always pops-up the multihead display configuration
2/ five times (or maybe only once, but I must click 5 times on the close button to make the window go away)

The configuration per itself is okay, and once I've clicked five times on the Close button everything works properly. No obvious other troubles, but since I quickly reverted back to plain old xfce4-settings-4.12.0 maybe I did not trigger other bugs.

Using Gentoo Linux, packages versions are as follows :

xfce-base/exo-0.10.7
xfce-base/garcon-0.5.0-r2
xfce-base/libxfce4ui-4.13.0
xfce-base/libxfce4util-4.12.1-r1
xfce-base/thunar-1.6.10-r1
xfce-base/xfce4-appfinder-4.12.0-r1
xfce-base/xfce4-meta-4.12
xfce-base/xfce4-panel-4.12.0-r1
xfce-base/xfce4-session-4.12.1-r1
xfce-base/xfce4-settings-4.12.0
xfce-base/xfconf-4.12.0-r1
xfce-base/xfdesktop-4.12.3
xfce-base/xfwm4-4.12.3-r1

Does this problem still occur with 4.14?

On the one hand we made that dialog a singleton, so it should only pop up once. On the other hand it's interesting that your session emits an xrandr changed signal, which triggers the dialog in the first place.
