This is from the downstream (Fedora) bug report.

Description of problem: A global keyboard shortcut to invoke XFCE4 Clipman entries doesn't work
 
Version-Release number of selected component (if applicable): xfce4-clipman-plugin-1.4.1-1.fc25.x86_64

How reproducible: 95% of the time

Steps to Reproduce:
1. Go to Settings -> Keyboard
2. Add this shortcut Super + V => xfce4-popup-clipman
3. Press Win + V

Actual results: Clipman entries are shown erratically sometimes after the 10th Win + V keyboard press. Sometimes they don't show at all.

Additional info: it's a regression. Previous Clipman releases didn't have this bug. No other XFCE4 components have been updated recently.



I can reproduce this in Fedora 24 and 25. Let me know if any additional info/troubleshooting info is needed.
