To duplicate under Gnome 3.22:

a. Set width and height slider to 100% for drop-down in preferences
b. Try to lower height slider
c. Gnome switches window into fullscreen mode

I had this same issue in terminix and used xfce4-terminal to confirm it. In terminix I resolved it simply by only allowing the height to go 90% of screen height.

In terminix, have you tried other options like un-setting fullscreen mode if it wasn't requested by a user?

Yep, it didn't work for me.
