In the Launcher Properties dialog, it should be possible to use drag and drop to
move items around in the item list.

Also, when one drag a desktop file (e.g. from xfce4-appfinder) to the item list,
it should be possible to drop it at specific positions in the list.

I'm using Xfce4 SVN.

Good suggestion. I'm not sure I will have time to implement this any time soon.
It should not be too difficult though.

You can't dnd inside the list, but you can drop in from the app finder to a specific position in the list.
So this bug is partly fixed now.
