Hello,
I would like to use %file% in my tooltip. The command-line mpc client supports this, but the panel plugin doesn’t.

Yes, that's the idea - commited your diff (after testing it, of course...) in https://git.xfce.org/panel-plugins/xfce4-mpc-plugin/commit/?id=4c416b95fb0acb0bd8bbf6aec61130a028904171 - and added %file% to the tooltips in pref dialog in https://git.xfce.org/panel-plugins/xfce4-mpc-plugin/commit/?id=75aa64d93553299bb75016e5350c937e03dff451
