When started in drop-down mode the scrollbar setting is ignored. It can be changed in preferences but opening a new tab ignores the setting.

In Preferences 'Scrollbar is' was set to disabled. The scrollbar wasn't visible. Opened a new tab and the scrollbar was present. Edited preferences to change to either other option and then changed back to disabled and the scrollbar was removed.

Opened a new tab with Ctrl+Shift+t and the scrollbar is present.

Tested on Korora (Fedora) 24 in Xfce ver 4.12.

I cannot reproduce the issue as you described it - new tab respects scrollbar setting for me (I'm using the latest git version).
But, I noticed another thing - if I disable scrollbar, it will still appear after window redraw, i.e. after it's been minimized to status bar icon and restored. I will take care of that.

Show menubar/toolbar settings are also lost on redraw.
