I cannot keep this option, I mean, always after a reboot or system sleep this option returns to "when the screensaver is activated" 

This is more problematic than it seems because if the session is locked when screensaver is activated the system cannot goes for sleep, since the session is locked and auth is needed.

I would like can keep this option in "when the screensaver is deactivated" always. 

I'm running on ArchLinux with Linux 4.6.4 and xfce4-power-manager 1.6.0 from Arch User Repository https://aur.archlinux.org/packages/xfce4-power-manager-devel/
version in Extra repos is 1.4.4 https://www.archlinux.org/packages/extra/x86_64/xfce4-power-manager/ but both they experience this error.

Also doesn't works the "critical power" section, in -dev version at least, and logind is not controlling this because all lines are commented.

I rectify, "critical power" settings works fine, it was because it had not free swap.
