I would like to have the ability to upload screenshots to an arbitrary image hosting service, eg something self-hosted.  This could be done by calling some user-specified command, such as shell scripts.

Nice idea, I'd use an approach similar to Thunar Archive Plugin[1], looking for custom shell scripts in a directory such as [~/.local | /usr]/share/xfce4/screenshooter/custom-actions. What do you think?

+1 for this, I think custom shell scripts is an elegant solution and you could provide a URL link to the xfce docs page in help>about and add typical scripts there. Also applies to this bug: https://bugzilla.xfce.org/show_bug.cgi?id=12456
