When using a non-qwerty layout, the login screen still requires entering password using qwerty. this is difficult when the keyboard doesn't have the qwerty stickers on it...
The keyboard layout is not related to the power manager but the lock screen's responsibility. Possible that in Xfce you're using Session settings and in the lock screen X11's default.
