When using the Data&Time plugin for the panel, setting "Week day starts on
Monday" in the Preferences has no effect. On the displayed calender the week
always starts on sunday.

Reproducible: Always
Steps to Reproduce:
1. Set "Week day starts on Monday" in the Date&Time panel plugin preferences
Actual Results:  
On the displayed calender the week always starts on sunday.

Expected Results:  
On the displayed calender the week should have started on monday.

Installed:
Xfce 4.2.3.2 (installer)
Xfce-Goodies 4.2.1 (installer)

I'm fairly certain that this is because newer Gtk version take this value from
the locale settings and don't allow the developer to set it manually.

I confirmed it on the web gtk+2 manual.
Then, I think that it is more reasonable to remove this option "Week day starts
on Monday".

If there is no objection, I will close this bug and remove this option.

in 4.4 datetime does not exist and new orage-clock
plugin does not havethis feature since it realy comes from
the locale
