When running xfce4-about (for instance, desktop menu, then select "about"), it
claims it is version 4.2.2 even though 4.2.3 is installed.

As far as I can tell, all xfce-related files have been rebuilt from the new
version and installed.

The version is given by libxfce4util. And libxfce4util is correctly set to 4.2.3
in libxfce4util 4.2.3.

So the problem comes from your installation. Also, it's 4.2.3.1 now.
