(I'm not sure if this should be filed against xkb plugin or keyboard settings...)

It is easy to disable/remap the (annoying) capslock key using:

setxkbmap -option caps:none

As per:
http://askubuntu.com/questions/53038/how-do-i-remap-the-caps-lock-key/614664#614664

Please add this functionality to Keyboard Settings, just like we can change Layout Option and Compose Key.

In Ubuntu (probably Gnome 3), the Keyboard Layout application has a GUI facility for this (now it's in gnome-tweak-tool):

The Gnome equivalent in Ubuntu is described at this link:

As a note, because xkb-plugin doesn't handle other options very well, see Bug 7921, the `setxkbmap -option caps:none` seems to be dropped all too often... Explicit support for caps key in Keyboard Settings would be very useful indeed.

I'm looking at something which should also fix this. I'm wanting to set caps:ctrl_modifier instead of none, but that's really just a change in user preference, not in the functionality. It's easy to set such settings on start up, but it's slightly trickier to set for USB keyboards plugged in after a session starts. Seeing as xfce4-settings already handles layouts, variants and compose keys, I think it makes sense to let it also handle the caps: options. I'm fairly sure I can write the code to edit xfsettingsd/keyboard-layout.c to add a new option "Caps", but I am less clear on what should be modified to make sure that the settings are applied when USB devices are inserted. I've checked xfce4-settings and xfconf and I cannot easily see where such changes should be made, so any advice here would be appreciated.
