XFCE desktop creating file instead of folder

On desktop inside context menu I have item menu to create folder.
It is creating usual file on desktop instead of directory.
Even executed dialog ask to enter new file name instead of new folder name.
Look like something is broken in my menu structure.
I am not able to solve it. 
Please hint me - where to look for the source of this error.

OS = FreeBSD 10.2 + XFCE from ports
xfce-4.12_1 + xfce4-desktop-4.12.3

Yeah I confirm this bug, too.

It does well in a Thunar window, but not on the desktop.
