Version exo-open 0.10.6
Opening URI with non-ascii pathname (/home/user/Загрузки) causes encoding error

Switched recently to XFCE 4.12 with Linux Mint 17.2, I've noticed that opening links from some apps (libreoffice, telegram) causes error like on the screenshot. It is exo-open fault, cause on xubuntu 14.04 everything was OK. It's exo-open, I've checked this error window with xprop: WM_CLASS(STRING) = "exo-open", "Exo-open"

I thougth it was telegram problem, but the same reproduced in libreoffice (export to pdf, tick open file after export) https://github.com/telegramdesktop/tdesktop/issues/1005

I've checked  'exo-open file:///home/yanpas/%D0%97%D0%B0%D0%B3%D1%80%D1%83%D0%B7%D0%BA%D0%B8/Telegram%20Desktop/Russian.strings'
exo can't decode such type URIs (unicode symbols with % symbol)

Problem was in Linix Mint packages
