Not sure what was the intended behaviour. How does Thunar and Nautilus behave in your system? IMHO xfce4-places-plugin should be consistent with them.
I can confirm that nfs mounts dont show up as devices/network drives most of the time in the 'places' in thunar pane ... i have an occurence where it does but i'll have to lookup what's different there.
They do not appear in "places", but in "devices", as any other external drive you connect. xfce4-places-plugin shows places but also shows "some" devices. With the attached patch, NFS volumes are also shown, as any other external drive you connect.
