When xfce4-power-manager suspends the system, the network manager is being told to sleep and a few seconds later being told to wake up before the system suspends. Consequently when the system wakes up it doesn't wake the network manager and so it doesn't initialize properly. 

This problem only occurs with xfce4-power-manager suspending the system and systemd. It does not occur with "systemctl suspend", suspending with xfce4-session-logout (4.10.1) or when using Upstart.
