Now appname has more priority then the time of app was run. So when I run new app it appears in random place on the panel.
If time parameter had more priority then new ran apps were palced at the end of the panel and all windows of the same app were next to each other.

For example I run: thunar ~; thunar ~/videos; mousepad; firefox; thunar ~/music
How will it look on the panel now:
| firefox | mousepad | thunar ~ | thunar ~/music | thunar ~/videos |

How it should look according to my suggestion

| thunar ~ | thunar ~/videos | thunar ~/music | mousepad | firefox |

Why it is important? Because it's the most intuitive way of sorting:
*New apps are at the top of stack
*All windows of the same app are next to each other
