Do both menu entries point to the same .desktop file? This can be easily tested by dragging the entry to a terminal window.

There is no need for a test. As you can see both desktop files

use both the system and the utility category so they are displayd in both categories

This has been already reported (bug 8692). Unfortunately, no response from the devs yet.
