all windows are in sticky state

All the windows i open are in a sticky state by default and travel with me to
the different workspaces. It doesn't matter whether i have "sticky" state in
their menu set to on or off. Any suggestions what can cause that?

Reproducible: Always
Steps to Reproduce:
1. run xfce
2. open a window
3. ensure that it's in "not sticky" state
4. switch to different workspace

Actual Results:  
Window moves with me, doesn't stay where should stay

Expected Results:  
When i set it as "not sticky" it shouldn't travel to different workspaces.

Xfce version is 4.2.2

This is obviously not reproductible. Anything like devilspie running?
