AltGr shortcuts not possible

On 4.11 it is currently not possible to define an application shortcut using AltGr combinations. Using "AltGr+Tab" as shortcut for "switch window for same application" results in "Tab" only.
This is a 102-key keyboard using the model "Generic 102-key (Intl) PC" and layout "German, German (eliminate dead keys".

Missing the super-key I tried to change the only default binding using the super-key. Maybe also reconsider using super-key as default binding anywhere.
