disabled `Mirror displays` option

In current GIT master there seems to be a regression. When plugging an HDMI cable the `Mirror displays` option is disabled. 


GIT bisect points me to:

On my side, when plugging a HDMI or VGA cable, I get the Mirror Displays setting *applied*, but the UI setting is not necessarily Mirror Displays. If I switch to another UI setting, nothing happens (until I switch back to Mirror Displays and then to something new).

I'll wait for a patch to Liviu's report and see if it fixes what I can observe.

I'm not sure this is actually a bug. While I can reproduce what Liviu describes, much of whether the "Mirror" option is enabled or not (even using the commit predating the one Liviu bisected) for me depends on my actual setup.

Hitting "Mirror" doesn't actually enable my external display (or the laptop display if I'm only using the external display). Using the "Extend to the right" option however works fine.

When both monitors are enabled before opening the minimal dialog the "Mirror" option is disabled here. So it actually seems like the patch does what it should and prevents the "Mirror" option from being available when it actually doesn't work.

Note that the advanced dialog also doesn't allow me to mirror.
