xfprint's queue manager menu could be improved

When managing the printing jobs through xfprint's "Queue Manager" it has come to
my attention that the menu structure of it is poorly formed.

The only top level menu item is "Jobs" under which are "Remove job", "Refresh"
and "Close".  As there are only three items these could be placed in a toolbar
so that each of them only requires a single click to activate, not two as it
currently is.

The way the menu is done is to leave space for improvements or hypothetical plugins. FurtherMore i personnaly don't like menubar with empty menus.

There is also a context menu if you want to do it quicker.

If i don't remember i'll try to bind delete to the remove job action so you'll have only one key to press.
