This is with xfce4-terminal 0.6.3-1+b1 on Debian Jessie. When xfce session saving is enabled, if I use the dropdown terminal (F12), next time I logout and login, an xfce4-terminal is restored at the center of the screen, though I used no other xfce4-terminal window than the dropdown one. I would have expected that only dropdown terminal is restored, and restored hidden.
I just want to confirm this bug. When xfce4-terminal --drop-down is started, after a reboot, the terminal is restored at the center of the screen, without the --drop-down feature. executing 'xfce4-terminal --drop-down' from here will open a second terminal, and I have to close the old terminal manually. My system is Arch Linux versions of installed packages: xfce4-terminal 0.6.3-2

In fact, dropdown window isn't session saved on purpose. The bug was that if the only terminal window was dropdown, it got saved and then restored as a normal window. This has been fixed.
