Mouse cursor theme changes only for window borders and while moving it through applications in whisker-menu.
Confirmed. openSUSE 13.1, xfce4 v4.10. The Xfce4 settings don't respect the cursor settings (Cursor Theme Name and Cursor Size) from $HOME/.config/xfce4/xfconf/xfce-perchannel-xml/xsettings.xml ($XDG_CONFIG_HOME) for the xfce4-panel within applets (menu, etc), window titles, applications menu bar (but submenus), xfdesktop. It works only from $XDG_CONFIG_DIRS/xfce4/xfconf/xfce-perchannel-xml/xsettings.xml. Thank you
Sorry. This is the problem of lightdm-gtk-greeter in openSUSE 13.1.
Confirmed on xfce 4.12 Archlinux. Like trash4inbox said, cursor theme is inconsistent. Workaround is setting either /usr/share/icons/default/index.theme or ~/.icons/default/index.theme.
