The "ALT + mouse wheel" zoom feature was introduced in recent versions of xfwm-4.11. It is activated by enabling compositing in the window manager tweaks settings menu. It is not obvious that this gets enabled simply by enabling compositing and there should be an option where this feature can be disabled, since it also breaks applications where that input combination is used.

This patch looks reasonable. I will rebase it if required. I don't have the ability to push it though.
Note that if you are reading this bug and you need to disable zooming, you can do it with xfconf by editing or creating the general/zoom_desktop parameter in xfwm4 channel, setting it to false. You can do that by running this command: xfconf-query --create -t bool -c xfwm4 -p /general/zoom_desktop -s false
