Steps to reproduce:

1. Install another windowmanager like kwin or compiz. (I'll continue this description for kwin). kwin is included in the package kdebase-workspace, at least on arch linux, which is what I'm using.

2. Start a XFCE session, don't open any windows yet.

3. Hit Alt+F2 and enter "kwin --replace". 

4. Try a keyboard shortcut like Alt+F2. NOTHING HAPPENS. (Not even a debug entry in XFSETTINGSD_DEBUG=1 xfsettingsd output.)

5. Open any window and try the keyboard shortcut again. It will work.

6. Close all windows and try the keyboard shortcut again. It won't work.


Expected behaviour:

Also in step 4. and 6. keyboard shortcuts should work.

For me, this is 100% reproduceable, on 32bit and 64bit and with kwin and with compiz with different computers running an up to date arch linux.

I am currently on Xfce4 + Compiz after moving away from Gnome 3. I have encountered the exact same issue. The problem went away when I logged back into Gnome 3 and deleted all of my custom shortcuts from Gnome (that were the same as in Xfce4). Somehow when you have two (or more?) Desktop Environments installed, custom shortcuts may clash even though, the other Environment is not running?!
