Created attachment 5546 xfce4-desktop.xml When locking down XFCE with kioskrc or with the XML 'locked' attribute (in xfce4-desktop.xml), changes to the backdrop cannot be prevented in some situations. It seems that XFCE tries to find a 'monitorVGA0' section or similar depending on driver, while the XML section that is locked down is 'monitor0'. Thus backdrop settings can be changed by the user. Running on Ubuntu 14.04.
