focus follows mouse raises fullscreen windows even when "Automatically Raise"...

I love XFCE.

However, I also love sloppy focus and fullscreen windows.  For several versions now, mousing over a window in fullscreen mode will automatically raise the fullscreen window, even though "Automatically raise windows when they receive focus" is disabled.  This covers *all* other windows immediately, and I'm stuck using alt-tab to switch to another window.  This is especially painful when I'm trying to move between one non-fullscreen app to another.  The second I leave the first apps window, the fullscreen window jumps to the foreground.

The focus model seems to work fine for non-fullscreen windows.

I'd love it if there is simply a setting I'm missing here, but so far I cannot find it.
