hi,

I already saw the old bugs regarding the auto-sort and drag feature - seems to be fixed for a long time, but the function is missing here with xubuntu 14.04 and xfce4-panel 4.11.0-0ubuntu1.

In the window button properties dialog you can select "None, allow drag and drop" in the "Sorting order" setting.
