Everytime I start a new window, they are ALWAYS opened up in the center of the screen. This is an SVN snapshot from a few days ago.
This is intended behaviour. It is only the case for smaller windows, I believe. If they are larger than a certain amount the old positioning code will be used. See the mailing list archive for a discussion on this: http://www.xfce.org/pipermail/xfce4-dev/ . I think June or May.
