Is it possible that the problems one experiences with the workspaces changing in number between boots, programs loosing the display of various parts until mouse-over makes them reappear and things such as that,  have something to do with the desktop environment?

There appears to be no common element except that these happen within the same OS and DE.

I am using Fedora 20, and have seen these with 18 and 19 as well.

There was a report of another DE changing the number of workspaces to a set number a while ago, but it wasn't Xfce doing it.

I have never heard of that before.  Which DE was that?
