xfce 4.10 on Xubuntu 12.04

After upgrading xfce from 4.8 to 4.10 on my xubuntu 12.04 desktop the following problems appear:
If I move a window to the upper screen edge (where is my xfce panel) the window should be maximized, but only the width is maximized. The height is set to the half of the screen height. In the window decoration there's no "maximize"-button, but only the "resize"-button. (see screenshot 1)
If I click the "resize"-button the window is moved behind the panel (see screenshot 2).
I think the problem is, that the windows thinks, it's maximized, but it isn't.

This should be a duplicate of this bug:
https://bugzilla.xfce.org/show_bug.cgi?id=10084

I've made a patch for it.

First: the problem still exists after upgrading to xubuntu 14.04.

Perhaps. I'm not sure. There are some differencies to bug 10084.
Changing the size of a maximised window by dragging it to the left or to the right and maximising it again after this works for me.
The problem only occurs, if I want to maximise a window by dragging it to the upper screen edge.
And in my case all applications are affected, xfce4-terminal and thunar too.
