Icons position in the menus is mixed after a switch from horizontal to vertical
panel position

Reproducible: Always
Steps to Reproduce:
1. move the panel from horizontal to vertical position
2. see that the position of the icons in the menus has changed
3. restart the panel and the icons are back to their original position

Resizing the panel has the same effect here as switching orientation. The icon
order isn't really 'mixed', it's simply inverted. You can also open and close
the properties dialog of a launcher to restore the icons in it's menu to
original positions.
