Does the xfdesktop-settings application show a label like "Wallpaper for 1 on Monitor 0 (VGA1)"? Also does it change when moved to the 2nd monitor? It should update depending on which monitor/workspace it's on and apply those settings there. This was to prevent clutter with all those possible settings. Let me know if that doesn't work.
Hmm, I understood the behavior. > Also does it change when moved to the 2nd monitor? Yes, it is changed. However, it is difficult to predict and is not easy to use, imho. Previous xfdesktop-settings shows all monitor's configuration on the settings dialog. It was easer than current one.
There is an infobar displayed now in xfdesktop's settings that informs the user of this behavior (only shown when there's more than one display connected). This should make it easier for people to use it.
With the infobar in place hopefully this is less confusing even if it's not exactly what you wanted. Marking resolved
