I run XFCE in german so I don't know the english dialogs, but I'll give a rough translation. In the Desktop settings dialog you can check under "Desktopmenü" (Rootmenu) "Programm-Menü bei Rechtsklick anzeigen" (Show Apllication menu on rightclick), but on rightclick the application is only added to the root menu, so the description in the options isn't fitting, and the rootmenu can't be replaced with the application-menu.
