Changing permissions on incompatible filesystem confusing

On a filesystem that doesnn't support the executable bit (e.g. NTFS, FAT32), trying to set this permission bit fails. Thunar lets the user set this bit, but it's instantly reset again.

Incompatible permissions should instead be grayed out and a corresponding message added to the dialog.
