I'd like another option to xfmedia-remote to implement "Pause if playing, play
otherwise." XMMS uses -t for this option.

Rationale: I run my media player minimized and bind the "multimedia keys" to
the play, ff, etc functions. I'd like the play button to "play/pause."

Reproducible: Always

So essentially you just want a play/pause toggle function in addition to the
separate play and pause?

yes.

if I run "xfmedia-remote -t" when it's not playing, or not running, it should
start playing. If it's already playing, it should pause.

This allows me to control the player with a single button.
